HILLSBOROUGH COUNTY, FL — Drivers will possibly experience added congestion to their commute into downtown Tampa starting Nov. 9 due to closure of the Reversible Express Lanes (REL) on the Selmon Expressway, Tampa Hillsborough County Expressway Authority said.
