URGENT! 2 yr old gsd will be put down in shelter!

2 yr old Zion lost his way and ended up in finders backyard! Now to be put down in shelter 5/3! Needs immediate Foster or Adopter His finder kept him for about a week in the backyard, they said he was fine with people in the house, but appears to be more comfortable with men. Zion is confused and scared in the shelter! When handlers approach his kennel to get him out he'll slowly come forward for treats,sniff the handler and leash, then backs away. He wants to come out but not so sure about that leash. Once lassoed he will come out of kennel, but isn't fond of too much leash pressure. While out in yard Zion will mostly just explore the yard and ignore handlers. During one outing he did take treats gently, and demonstrated a quick sit! No dog to dog eval has been done, however Zion wasn't too fond of finders little chi and has pulled towards some other dogs kennels on his way in and out of wing. he would do best as an only pet or be kept separate until a safe intro can be done!
