Frost Free Faucet Replaced

Hi there, I live in a newly ish built/remodeled row home and the 3rd floor hose faucet when turned on leakes into the home. The hose was left on the faucet. There is no interior access. Any way to repair it from the outside? Regardless, I need it replaced. I am available evenings. I need a licensed and insured person who is skilled in this area. I live at 12th and Catherine. Thanks!
