Fix water heater system ASAP

Description

Need the water heater system fixed. There is a gas heater and an electric heater. The outlet temperature gauge to the boiler is loose. The outlet temp is LOWER than the input temp. The water temperature only reaches 118º even though the electric heater is set to 140º and the gas heater is set to 180º. There is a timer on the gas heater but it doesn't appear to work. Not sure its purpose. Unfortunately require licensed worker only. Require this work done before Monday 10am. Sunday OK.
