2004 Chevy Silverado need welding and transmission shift cable install

My 2004 Chevy Silverado has severely rusted floor on driver side under the pedals. The rusted floor has comprised the transmission shift cable that is attached to the floor under the carpet through a rubber grommet. I need a piece of sheet metal welded to the floor and a new transmission shift cable installed. Truck is currently stuck in 1st gear. I will provide the transmission shift cable.
