Loose Dog on Rowan

While driving around 8:50 pm I saw a skinny white dog with brown spots loose on Rowan just past Maple Street. Seemed to be heading towards Monroe. I wish I could have stopped, but I had my own dog in the car. Dog was just walking down the sidewalk smelling the grass. Not 100%, but the dog appeared to have a darker collar on.
