Suspicious vehicle suspected mail theft

On Sunday 4/24/22 I left my apartment in University Park and noticed a suspicious vehicle parked directly in front of our mail kiosk. We've had a problem with mail theft/identity theft for a few years now. It was an old Crown Victoria police cruiser that looked like it had been bought at an auction really cheap. Body showed damage and the paint was faded and different shades of white and grey. As I passed it the driver had his door ajar making it easy to get to the door as someone would come out. I stopped at the street to watch them. The driver noticed I was watching him, got out, lit a cigarette and walked up the stairs to the landing. He doesn't live there. I did a U-turn and took a picture of the vehicle and continued. I looped around to the street and parked where I could watch them. The driver saw this and followed the same path and pulled up behind me. I called 911. They began driving and passed me slowly. The passenger threw me some kind of gang sign. Turns out others had seen it too (Nextdoor University Park).
