78 year old woman harassed by local bureaucrat

Hello,My 78-year-old mother is being harassed by a local bureaucrat in Tracy Ca. A Tracy city inspector went onto my mother’s property in downtown Tracy unannounced and uninvited. He has been harassing her for over 3 years. My mother has called me multiple times crying because she can’t sleep over worry that this inspector will return and cause more havoc in her life. He has made her move a shed multiple times because on subsequent visits he changed where he wanted the shed placed. He made her replace an old window that was broken. My mother was not having any new work done or changing anything on her property. All of the violations are for things that have not been altered or changed in 30 or more years. The inspector made her tear down a 100-year-old shed. My mother has lived in her home in downtown Tracy for over 40 years. She has been a tax paying and law-abiding citizen for over 40 years. The inspector was gracious enough to allow her time to recuperate when she contracted covid before he returned to harass her about more violations he finds when he returns. Every time the inspector returns, he continues to add more things that he wants changed. I’m Not sure whether there is anything that can be done. I just wanted people to know how the city of Tracy treats its elder long-term residents.
