My parents were poor when I grew up, with both of them in college and graduate school. By the time I was in my late teens, they were doing quite well. Then my sister was born. Should I bellyache because she had it easier than me? Life ain't always fair, kid. A well educated population benefits the entire country, and anything the government can do to educate more people is a good thing. Most industrialized countries have figured that out.
