Here are the top five stories today in Concord: Despite the recent rain, the East Bay's main provider of drinking water may act next week to curb water usage, officials with the East Bay Municipal Utility District said Thursday. On April 26, EBMUD board members will decide whether to elevate the utility's response to the drought and impose a surcharge on all customers to pay for more water and other costs associated with the drought. Board members will also consider reinstating an ordinance that penalizes people for excessive water use. Tuesday's meeting starts at 1:15 p.m. and can be watched at www.ebmud.com/boardmeeting. On Wednesday, EBMUD will hold a panel discussion at 6 p.m. to discuss the drought action plan. (Claycord.com)The Concord Blue Devils recently announced that Jim Verrett will be joining the organization as chief executive officer in early May replacing Shaun Gallant, who has been with BDPA since 2018 and is stepping down from the CEO role to explore opportunities outside of the organization. Verrett, who resides in Vallejo with his wife and their wire-haired mixed terrier, has been a member of the Blue Devils Board of Directors in an advisory or director capacity since 2018, involved in numerous initiatives. Verrett brings over 30 year's experience helping tier-one bands reach their full potential and leading teams to growth and success. (Pioneer Publishers)On the morning of April 16 close to 60 people assembled at Olympic High School for a memorial bike ride to honor Jose Castillo. The 16-year-old, who had recently immigrated from El Salvador, was struck and killed Feb. 25 while riding his bicycle home from Mt. Diablo High School. Along the three-mile route, they stopped at Mt. Diablo High School and the scene of his death – where a white ghost bike has been installed. Near the intersection of Clayton Road and Galindo Street, the group dismounted and adorned the white bike with flowers. The moment was somber as one family member's words were translated for the predominantly English-speaking group. (Pioneer Publishers)Small business owner and retired Army Major Rudy Recile is a first-generation American who is now running for Congress in California's new 8th Congressional District. In Contra Costa County the district includes West County, as well as Bay Point, Pittsburg and portions of Martinez and Antioch. His campaign material reads, "Recile is the American dream. His mother came to the United States from the Philippines to make a better life for her children. Rudy learned early in life what a privilege it is to live in the United States of America." (Contra Costa Herald)A man was killed early Sunday morning when his motorcycle collided with a vehicle on Ygnacio Valley Road between Crystyl Ranch Drive and Cowell Road, police said. The Concord Police Department said the 32-year-old man was pronounced dead at the scene of the 1:22 a.m. crash. The collision is still under investigation.
