bolts in block wall broke out of cinder block wall need a larger steel plate bolted to block wall and hinge based post welded to plate you will need to supply large plate to wall and reinforce with bolts through the block wall and add backer plates or 3" heavy washers on reverse side of fence with bolts it needs a large plate bolted to the wall and then large bots with plates on rear side of fence needs hinge post welded to the plate large plate to be through bolted in block wall see photos
