small white dog with tan spots and no collar running around

They have been running around my neighborhood (Southfield Drive) and yard all night. At about 5am the police showed up saying they had been getting reports all night. They were not able to catch the dog and it will not approach me. It has a tan spot on its butt and left shoulder but is mostly white. Very skittish but seems friendly and curious.
