Just encountered a man on my walk around Parkville/Carney near the intersection of Joppa and Magledt. He had a dog that he found and said he usually sees the owner running with it and the dog must have gotten away. He said that he is doing work in the area and was looking for the owner. None of us had our phones but he provided me his telephone number and I told him I would post for him on here.
