1K RV without title help!

Hello my tenant has a "junk" RV he needs to sell, it was gifted to him 3 years ago and the benefactor is dead. We don't know how to get a new title without any paperwork except the old registration paper. The DMV says it could take a long time to sort it out and we need it gone now. Can we sell for parts? It is remodeled on the inside and has a good roof. It needs new batteries and 2 new tires. It does have a working generator. My tenant was hoping for 1K to sell it. I need it off the property asap. Ideas?? Its a 1981 Tioga. Thank you for any suggestions.
