Seeking rideshare drivers for extra delivery work in Arlington

Hello, I am launching a food delivery service in the South Arlington area that would involve taking bagged food from one restaurant to an apartment building in the immediate vicinity (no cross-city deliveries, these are all super-local, within a quarter mile of the restaurant, so right around the corner). I need to hire people to make deliveries of lunch orders within about a half hour or so of customers ordering them, mostly between the hours of 11:30 am-1:30 pm Monday through Friday. There are only two buildings you would deliver to: one is right next door to the restaurant, the other is a couple blocks away. Each delivery bag would have the name of the apartment building and the apartment number on it, so all you would have to do is take that bag to the apartment listed and hang it from the door. That's it. I want to know if you would be available in that location (south Arlington) during those hours (doesn't have to be every day of the week) to make deliveries, and how much you believe you should be paid per delivery. Keep in mind you may deliver multiple bags per delivery trip. Thank you!
