NORWICH, CT - A Baltic resident is $30,000 richer after purchasing a winning lottery ticket in Norwich last week, according to the Connecticut Lottery. On December 4, Ismael Garcia, of Baltic, purchased a 30X CASH 7th Edition ticket from the 7-Eleven store in Norwich and won $30,000.
