HELP US SPEND $75.9 MILLION The City of Lowell will be receiving $75.9 million from the federal government as a result of Congress passing the American Rescue Plan Act (also known as ARPA). The City wants to hear from you about how these funds should be put to use. What are the needs for the residents and businesses in your neighborhood? What do you see as the priorities for the City? What projects do you feel Lowell should spend ARPA money on?
