Agenda Item 19 – Documentary on KCEP Radio Station: City Council will vote on an award of $236,160 to the Economic Opportunity Board of Clark County to be used for the costs associated with the production of a documentary film about the 50-year history of KCEP Radio Station. This funding request was approved by the Commission for the Las Vegas Centennial at the March 28, 2022 Commission Meeting. The Economic Opportunity Board of Clark County owns and operates KCEP Radio Station (88.1 FM), Las Vegas' first Black radio station. The documentary film will tell the story of the station's 50-year history and its impact on the Black community within Las Vegas' Historic Westside. The timeline will highlight and parallel important events in both Las Vegas' history and KCEP's history from the civil rights era of the 1960s to the present state of KCEP. Funding will be used for production crew salaries, equipment rentals and the marketing and distribution of the film. Agenda Item 24 – Symphony Park 'L' Garage Expansion and Vehicle Bridge Project: City Council will vote on a Reimbursement Agreement - Preliminary Engineering Services between Union Pacific Railroad Company (UPRR) and the city to evaluate proposed improvements for a vehicle overpass for the Symphony Park 'L' Garage Expansion and Vehicle Bridge Project. The city desires to install a vehicle bridge across the existing UPRR tracks between the Symphony Park 'L' Garage and the 500 S. Main St. garage to allow flexibility of use of the 1,750+ combined parking spaces to support Symphony Park and downtown parking needs. The estimated agreement amount is not to exceed $75,000. Agenda Item 27 – Amended and Restated Bylaws of CLV Strong Start Academy Elementary Schools, Inc.: City Council will vote on the Bylaws of CLV Strong Start Academy Elementary Schools, Inc., address the involvement of the city of Las Vegas with the independent nonprofit corporation, including the recommendation and appointment of individuals to the Nonprofit's Board of Directors. The Amended and Restated Bylaws for approval with this agenda item will increase the number of directors from seven to nine. The Nonprofit's Board of Directors approved a resolution supporting this increase at its April Charter Board meeting. The city of Las Vegas is authorized to undertake activities for the public benefit and to promote the common good and general welfare of the people of Las Vegas. CLV Strong Start Academy Elementary Schools, Inc., is a Nevada Nonprofit Corporation that operates Strong Start Academy Elementary School, pursuant to a charter issued by the Nevada State Public Charter School Authority, for the common good of the people of Las Vegas Agenda Item 30 – Director of Parks and Recreation: City Council will discuss and vote on the ratification of Steven Ford as the Director of the Parks and Recreation Department. Ford has been serving as Acting Director of Parks and Recreation since October, 2021. During his short tenure with the department, he has overseen more than 20 park-related capital improvement projects, advocated for competitive rates for hard-to-fill hourly positions and balanced the budget. Additionally, he continued to support Public Works Architectural Division and several neighborhood revitalization capital projects. Ford has been with the city for over 25 years, having most recently served as City Engineer since January, 2020. He spent 16 years in the Department of Operations & Maintenance where he was assigned to facilities, parks & grounds maintenance and operations.
