Who are THEY?

When Biden says “they won’t let me” or “they say I have to read this” or “they gave me a list.” Who are “they”? Who is really is charge? Who is pulling his strings? It’s pretty obvious his cognitive ability is not what it used to be. But the Democrats elected this guy to run the country and now he appears to be a puppet and the mysterious, “they” are making all the decisions. It’s also pretty embarrassing when his wife has to tell him when to wave to the crowd or walk a certain direction or where to sit. I wonder if the leaders of other countries are laughing at him or just feel sad for him. Maybe both.
