The unintended consequences of stealing property

I was reading about France seizing roman abromovich's homes in France and St. Barts and about countries pursuing other luxury items and I wondered if these countries are being wise. First- isn't it illegal to take things without cause? Secondly, who would ever invest in these countries knowing their property could be stolen or seized? It is beyond belief that there is no wisdom. Sanctions on Putin's daughters?- really? Zelensky, the president of Ukraine, should be in prison. He doesn't deserve to be in office. He could have stopped the destruction of Ukraine with a phone call to Putin. I hope that some common sense will get in Zelensky's and Putin's respective heads and they will both stop destroying Ukraine.
