NEW LONDON, CT — A Noank man was arrested on charges that he vandalized several streets signs at the New London State Pier, according to state police. Kevin Blacker, 34, of 51 Main St., was charged with first-degree criminal mischief. His bond was set at $5,000. Blacker is scheduled to appear in court Oct. 1. State police said Blacker is a "known vocal critic of the Connecticut Port Authority" and "had already taken responsibility for the vandalism." Blacker reportedly said the act was one of civil disobedience to draw attention to the $157 million redevelopment of the New London port, according to The Day. He said that the redevelopment will have a negative impact on the state and region.
