2001 Ford Escape/Mazda Tribute part to be identified

The mechanic took this part off and doesn’t know where it goes. I’ve looked through the manual and can’t figure it out. Any Ford or Mazda mechanics out there (or someone who’s worked on all varieties) know what this is? This has been a nightmare experience and I’d like to get all the parts back where they go. Thanks in advance for the help
