NAUGATUCK, CT — A registered sex offender is accused of masturbating in public, according to Naugatuck police. Police responded to the area of the Naugatuck Green around 7 p.m. on Tuesday on the report of a man masturbating in public. Police found Francis Scott Keen, 66, of Naugatuck, in a "partial state of undress," according to officials. Police said Keen was found with a bottle of baby oil. Keen is accused of initially exposing and fondling himself at Salem School, according to a witness statement to police. Keen was arrested and charged with public indecency, loitering in or about school, and second-degree breach of peace. He was held in lieu of a $25,000 bond with a court date of Nov. 18. Keen was arrested twice earlier this year by Naugatuck police for similar incidents in June and August, according to officials.
