The Russian military build up on Ukraine's border began about a year ago, US intelligence saw this through our satellites. We also know Putin last summer claimed in a speech Ukraine was historically a part of the Russian empire he planned to take back. As the military build up of Russian troops grew from summer to winter US intelligence knew it wasn't a bluff or pressure tactic to move Ukraine away from Western European influence it was intended for invasion. OK so Biden knows all this for the better part of a year and does what? He cuts the planned military aid to Ukraine for defensive weapons. Was this war preventable at this time. probably. Biden months before he announced the US retreat from Afghanistan knew the Afghan gov't would fall, the Taliban was moving from the borders to in country capturing towns and cities as it advanced on Kabul, again satellite pictures showed it. Privately knowing Afghan would fall also knowing Russia was building up it's forces to invade Biden did nothing like a deer caught in the headlights frightened to act. Had he taken most of the $80 billion in military equipment he left in Afghanistan he surely knew the Taliban would capture and made ready or even transferred a significant part to Ukraine, transport trucks and armored personnel carriers every army needs as well as small and large firearms, attack helicopters, mobile and fixed howitzers cannons and tanks Putin's Russia would have been hard pressed to invade, that's just a fact. The US instead of spending $100's of billions now would only be spending millions on transportation costs to Ukraine and NATO allies positioning additional military equipment. As former Sec of Defense under Obama Gates said, Joe Biden has been wrong on every foreign policy decision in the past 40 years. The lesson learned is when you rig an election to get an incompetent leader acting as a shill for far left Democrat extremists you get incompetent disastrous outcomes. Biden isn't even half way through his only term as President and see what havoc he's caused around the world.
