Dig/soil Garden Bed along Fence

We have a 70 foot pvc fence along the back of the property. Looking for someone to take up the grass (no bushes in the way), put down soil and create a small garden bed only 18-20 inches wide from the fence. Will be simply planting flowers and vegetables Please send estimate and when you can do it - quicker the better - cash on hand, Thanks
