It would simply have changed the method used to transport oil.
There is no shortage of any type in the oil transport business right now.
The pipeline would have been a less expensive way to transport oil but only additional wells would produce more oil.
There are currently over 9,000 unused lease permits on federal land and federal land accounts for less than 10% of all drilling. Over 90% is on private land.
