Piebald Veiled Chameleon in need of vet care

I have a 2 year old pied translucent veiled chameleon. as you can see his eye does not look normal and has been like that since i bought him but i did not realize (it’s shown in photos i have of him when he was younger). the more obvious issue is his lip. because of his eye issues he has been rubbing it on his vines in his enclosure. i rinse his eyes and he has an automated mister, timed heat and uvb, and a large enclosure i am not sure why these issues are occurring. i don’t handle him to avoid stress and i have tried everything i could do at home to help and have been trying to save money but work at a company that recently cut everyone’s hours by over half. i am completely heart broken and am hoping anyone has the means to take him and give him the veterinary care he needs. if i could get a small fee for his enclosure/supplies it would be immensely appreciated because of financial state but either way he will come with it. i only want the best for him. i’m sorry for the lengthy post and if you have any questions please email or text to let me know. thank you
