Can't I just do scales and forget chords if it's a real problem?

Serious question. After 12 years, I am no farther along with guitar than when I started, and I attribute this to one simple reason; I can't play chords. I have gone through 3 very good well known guitar teachers and these teachers have produced famous rock musicians. Myles Kennedy being one. I have done everything, watched every video, read books, did every finger and hand exercise, spent countless hours a day... NOTHING! The 2 issues I have with chords is I simply can't change chords at all, and I am unable to make any of the more complex finger tweaking chords. So, I have remained spending countless hours and weeks and years trying to master chords and to no avail. I have been unable to develop muscle memory and I can't move my hand fast enough to switch chords. So, I am unable to play a song in any chords. I play a chord, pause while I move my hand and redirect each finger to the proper string... Soooo, I'm not looking for what I'm doing wrong, or how evil I am, or what I should do to learn chords. I'm done with it. I'm 55, I'm through with this chord nonsense. Scales however are easy for me. Incredibly easy. So what law is there saying I can't just go with scales and make something work with scales? Otherwise, I'm done, and the guitar gets hung up forever. Django Reinhardt is an example of where I am heading with this.
