It was cheaper to use wool or ship in cotton. Made a cheaper to hire work force. For the coal mines and other businesses. Breaking many of the white towns. There by lowering the souths power in congress. And put the hillbillies back in their place. For being ignorant obstructionist over every little issue. It wasn't just to free people. It was to punish the people who were trying to hold back progress because it offended them. Much like today.
