HOWARD COUNTY, MD — Howard County Police have arrested a man they say approached two 14-year-old girls Friday at 9 a.m. near the Swansfield Pool in Columbia and offered them money in exchange for sex acts. According to the police department, the girls snapped the man's photo before leaving the area and calling police. Richard Morgan, 32, of an unknown address, has been charged with two counts of solicitation of a minor after officers spotted him walking in the area of 10900 block of Little Patuxent Parkway in Columbia around 4:35 p.m.
