Here are the top five stories in Sacramento today: Sacramento city leaders are dealing with chaos inside their own ranks. A new legal ruling is making it unclear just which city council members represent large swaths of the city. Last year, for the first time, an independent public commission re-drew council districts as a result of new Census numbers – and the lines were dramatically different, putting many neighborhoods in new districts. "This is insane," Vice Mayor Angelique Ashby said. "This just needs to be clarified right away," Mayor Darrell Steinberg said. "The comment that I got most frequently was 'Wait, I voted for this person and now you're telling me another person's going to represent me? That's not right,' " Councilmember Jeff Harris said. There's also concern some neighborhoods would have no representation until after the next election while other parts of town could have dual representation. A final legal decision is expected by the end of the month. (Good Day Sacramento)A Red flag warning has been issued for parts of the Sacramento Valley this weekend due to the potential fire danger from gusty north winds. The warning will be in effect from 5 a.m. on Saturday morning through 5 p.m. on Sunday evening when winds will combine with "very low humidity and a mosaic of dry fuels," National Weather Service Sacramento said. The spring warning is the earliest red flag warning that NWS Sacramento has ever issued. (KCRA3)Sacramento police say they will be increasing security downtown this weekend following the K Street shooting. According to the Sacramento Police Department, they will be doubling the number of officers they have in downtown, midtown, and Old Sacramento. (ABC10)A Sacramento Regional Transit train came off the tracks on Friday in the area of 8th and K streets downtown, police said. Eighth Street was temporarily blocked between J and L streets, but by 3:30 p.m. the train had been cleared and the road was reopen to traffic, SacRT said. The train did not collide with a vehicle and no injuries were reported. (KCRA3)Hundreds packed into the parking structure at the Folsom Palladio Saturday evening for the 2nd annual Foothill Wine Festival presented by the Greater Folsom Partnership. Guests enjoyed small plates and tasting of numerous area wines, including the winners of the 2022 festival. A Tempranillo rose to the top to take Best Red of Show this year, it was the 2018 Casino Mine Ranch Tempranillo from Shenandoah Valley (Amador).
