I'm sure you've tried trainers, but just in case have haven't... what happens when you drill the old doggo with "quiet" and "speak" commands? A few trainers have also been telling us about "resource guarding" so maybe your guy is so happy to be adopted that when you're out, he is constantly fending people off until he is told to stop (or like when I paid him attention). Very nice to see you stick with him and not give up.
