Larry Hogan said in a statement Thursday, about three weeks after the state entered stage two of its reopening. "We encourage all Marylanders to get tested, wear a mask and practice physical distancing." About 8.3 percent of the population in Maryland has been tested, the Maryland Department of Health reported Thursday. Only 6.2 percent of Harford County has been tested, state health data shows. While the number of cases and deaths is low in Harford County compared with the rest of the state, testing is one area the county could improve upon, according to Harford County Health Officer Russell Moy. Earlier this month, Moy reported the county's health department was working on a "testing plan" to ensure anyone who wanted a test would be able to have one. "The state has set a goal of testing 10% of the population in each jurisdiction, and local planning is underway to offer a test to anyone who wants one," Harford County Executive Barry Glassman said in a statement Friday.
