Press release from City of Fort Worth: April 07, 2022 MedStar Mobile Healthcare presented Fort Worth Police Department Officer Kenneth D'Loughy with a LifeSaver award for his heroic actions on Feb. 7. D'Loughy responded to a shooting call at 8701 West Freeway and located an individual who had been shot in the leg. He quickly and properly applied a tourniquet. MedStar personnel said that had it not been for the properly applied tourniquet, the injured person probably would have died.
