Need some advice

I (a bottom) have a nice older friend (who I wish would be my top) keeps putting off actually topping me. He claims he's had some partners in the past, safely, but says I'm not ready even though I've clearly stated I want to bottom for him. What am I doing wrong? Thoughts?
