Dan Skoumbros said officers responded to a West Avenue parking lot after receiving a report of a stolen catalytic converter on March 29. According to Skoumbros, a woman told police she saw a man remove something from a vehicle parked in the lot. The witness told officers she heard drilling noises and saw the man under a vehicle.
