Dogs curiosity is getting the best of him

When we are at dog park he finds reasons to make friends with the owners. Maybe walks over for pets and strokes. He always finds a reason to burry his nose and get a good sniff. He followed around one owner for five minutes the other day. It’s like he could care less about the other dogs. I’ve tried different dog parks and beaches. He is super friendly! Any suggestions how to help with his curiosity?
