Dog Fostering My Dogs In Rotation

Please read. Hoping someone can help me and my family. Particularly our dog/dogs. Years ago me, my son (who now is 15) and our two small dogs (daushund mixed) was in a domestic violence shelter. We received New York City housing as a result of not having a home. Now years later our housing is trying to evict us for having two dogs that we had with us when we was in the shelter and when we received housing. I now have not only my 15 year old but a set of 1 and a half year old twins as well. I can only keep one dog. I need someone to help foster my dogs even in rotation since I can only keep one in the home. Rex my male dog is up their in age. A litte older then my female dog (she has some anxiety) I want Rex close through his old age through what ever amount of time he has with us. My dogs are my family and I don't ever want neither of them to feel abandoned or unloved and there isn't any choosing one over the other. I can only have one dog on my lease and I can't offord to buy a house ect. to have both at all times. Please let me know if someone can help. I will need the help while my dogs are is still here on earth. Through Rex last days. I can't keep both at the same time in the home. It would be basically someone who is willing to foster the dogs in rotation until Rexs last days.One dog at a time however with me having full ownership of the dogs as Rex is getting older and eventually it will only my female dog and she will be eventually living with me full time.
