Is it a safe bet moving back to Lynn?

Older guy, who grew up in the Lynn in the early 90s. wants to hear from people familiar with the area. I liked the town, though the downtown area was rough. Drug-dealers, addicts, streetwalkers populated the area, especially at night. I'll be moving back to the North Shore, and I'm wondering if Lynn is still the same, or has it changed for the better? Thanks for reading this and taking the time to let me know if it's a safe bet to move back to Lynn.
