Why are some prohibited ads "unflagable"?

I go through and flag all the prohibited SALES ads several times a day, like a lot of people. I've noticed that several will reappear after I've reloaded the page. It will do this even if I click "hide" instead of "flag". What's the deal with these unflagable posts?!
