Utility Worker STARTING PAY $16.98 per hour San Miguel Community Services District, a special public agency district, is seeking applicants for a vacancy in the Water and Wastewater Department. This advertisement is for a TEMPORARY Full Time Utility Worker position is on a 9-80 work schedule. This advertisement is for a temporary position of 6 months. The Utility Worker is a full time (9/80) position under direction of the Director of Utilities. Performs semi-skilled and skilled tasks in construction, repair, and maintenance of buildings and public works facilities, construction, repair, and technical labor duties of District’s street lighting, water and wastewater systems. This is an entry level position. Incumbents generally work within an established framework/procedure for assigned tasks. Under general supervision, performs a variety of tasks in repair, maintenance and construction of public works infrastructure and facilities, and performs other related work as required. Incumbents may work a variety of schedules and weekends. Education Completion of formal or informal education GED or High School Diploma sufficient to read and write at a level required for successful job performance; and six (6) months of recent work experience in related construction trades or in the water/wastewater industry. Licenses and/or Certifications Required: The following requirements apply: At time of hire, must possess a valid California Class C driver’s license. A Class “A” license with Airbrake and tank endorsement is highly desirable. Possession of a D-1 Water Distribution Operator Certificate issued by the State Water Resources Control Board highly desired. Applicant will be required to obtain & maintain a Wastewater Treatment Plant Operator in Training (OIT) Certificate within 2 months of hire. Must have a Grade 1 Wastewater treatment license or be able to obtain one prior to expiration of the OIT license. A Wastewater license or Wastewater OIT, issued by the SWRCB, is a requirement to maintain employment. If the employee fails to maintain the required licenses they will be terminated. Typical Functions: Incumbents may be assigned to varying work schedules, scheduled weekend work, & be called back to work as needed. Customer service experience should include, but not limited to reading, installing and/or repairing meters; responding to customer complaints, water quality inquiries and water pressure concerns; participate in the operation, construction & maintenance of water & wastewater systems; including distribution lines, meters, valves & fire hydrants; locate leaks & repair systems; uses jackhammer & hand tools; installs new water & sewer mains as required; operates equipment to clean sewer lines & maintain sewer ponds; builds mixes & pours concrete; installs & repairs manholes; enters manholes for maintenance & cleaning; operates, cleans & maintains various power equipment; maintains cleanliness & orderliness of facilities; operates heavy construction equipment; does technical water & wastewater system installations; prepares piping & fittings; replaces valves & couplings; installs & replaces water services & meters; flushes & cleans water distribution system; adheres to safe work practices & procedures; including traffic control, confined space entry, trench safety, use respiratory equipment; performs related duties & responsibilities; Inspects, maintains & adjusts equipment. Job Related and Essential Qualifications: The required level of knowledge and skills relate to the level of the position as defined are: • Knowledge of: Use, purpose and maintenance of hand tools and construction equipment; General construction and maintenance materials, methods and terminology; and Department standards, techniques and procedures; • Skilled at: Performing heavy physical labor including lifting of objects 100 pounds and above with assistance; Safely operating vehicles, tools and power equipment and Driving and operating specialized equipment and vehicles; • Ability to: Provide exemplary customer service to all individuals; be attentive, understanding, responsive, courteous, respectful and participate in positive customer service; • Follow oral and written directions; Establish and maintain cooperative working relationships with co-workers. PHYSICAL DEMANDS/QUALIFICATIONS: Work in outside areas; subject to heat, cold and dampness, wind, rain and other elements; Stand, climb & walk for extended periods; Work in confined spaces; Work on slippery & uneven surfaces; Manual dexterity sufficient to grasp, hold objects & tools with full range of motion; Hearing sufficient to understand instructions, participate in conversations, in person and the telephone; Ability to drive a motor vehicle; May require lifting objects weighing up to 100 pounds, with frequent lifting/carrying of 50 pound objects. Also includes climbing ladders, stooping, kneeling, crouching, crawling, work in confined spaces, walking on uneven surfaces, color determination, peripheral vision; diagnosing equipment maintenance needs through listening and feeling machine surfaces. Reasonable accommodations will be made for some physical demands for otherwise qualified individuals requesting accommodation; Non-Physical Demands/Qualifications: Must be able to: demonstrate a high level of integrity; operate under deadlines; Communicate information clearly and effectively both verbal and written; use computers and computer applications/software; Be organized and capable of managing projects and Possess and maintain a valid California driver’s license, Class C. Other duties and requirements: Incumbents may be expected to perform job-related duties other than those contained in this document and may be required to have specific job-related knowledge and skills. Conditions of Employment: As a condition of employment with District, applicants, prior to an offer of employment by District, are required to complete a pre-hire drug testing and screening to be in compliance with District’s Drug and Alcohol-Free Workplace Policy. An unwillingness to complete a pre-hire drug testing and screening shall be determined to be a positive test result. The Step 1 compensation schedule for this position is $16.98 per hour as a FULL-TIME TEMPORARY position. Temporary employees do not receive any health or retirement benefits and are not part of the San Miguel Employee Association Bargaining unit. Employment Requirements: Upon hire, new employees are required to provide proof of eligibility to work in the United States and must complete an INS Employment Verification form AND complete a background check.
