Help me help this dog!

There is a dog being left all day somewhere near the corner of Southwest Parkway and Dartmouth. For a while you could hear him or her barking all day, every weekday loudly. I assume someone complained because recently the barking has faded although it is still all day, every weekday. I am worried that he or she is now locked up in a garage or something since it is not as loud, yet I can still hear it from inside of my apartment on Dartmouth. It will only get hotter and the dog is obviously unhappy being left alone. Please if anyone knows the owner tell them to reach out to me. I am home all the time and would be more than happy to watch the dog while they are gone for free. It is breaking my heart to hear this dog everyday.
