NEW PORT RICHEY, FL — A culinary teacher at Marchman Technical College, 7825 Campus Drive, New Port Richey, has been arrested after being accused of inappropriate behavior with students. Raymond James Webb, 41, of Dade City was charged with lewd conduct by an authority figure and misdemeanor battery following accusations from two students. According to the arrest report, a 17-year-old girl told police that on March 28 Webb slapped her on her butt. Two witnesses reported that saw Webb slap the girl on the butt with an open hand. The girl also reported that Webb was "always making sexual jokes in the classroom." A second girl who attends the school told New Port Richey police that Webb put her in a chokehold in the classroom. The student said she had a difficult time breathing. Her story was backed up by several students who said the girl looked "very scared and confused." Webb, who has taught at the school since 2006, has been placed on administrative leave, according to the Pasco County School District.
