Found puppy

Found a puppy about a week ago out wandering with paint and asphalt in her fur. She's less than 6 months and still has baby teeth, but is around 45lbs. No one has come to claim her and Animal Control is understaffed, so they haven't been able to pick her up either. She's too big to keep in an apartment.
