2 loose German Shepherd dogs

2 lovely german shepherd dogs are running loose in Oregon park with no owner. One has a black collar with no tags and the other is without a collar. A passerby just saw them running around on NE 28th. They are very friendly, but I’m unable to wrangle them to keep them inside. If anyone knows who they belong to- posting as a heads up. Sorry I’m unable to do more!
