APSEA Foundation 22nd Annual Scholarship & Award Reception Please join the Asian Pacific State Employees Association (APSEA) Foundation and APSEA in recognizing our college bound scholarship recipients, community leaders, and members! The APSEA Foundation was founded in 1999 by a small but visionary group of Asian Pacific American state government and legislative staff who felt a need to support the educational and career development of state government workers in addition to helping students pursue college education in the greater Sacramento area. In 2014, APSEA Foundation expanded to partner with the Asian Pacific Islander Capitol Association, an organization representing Asian Capitol staff, to provide a Capitol internship. The APSEA Foundation provides funding to the APSEA, a 501(c)(4), which focuses on providing state government professionals and students with leadership skills and mentoring for advancement.
