Fix noisy vent on side of house

I have a vent on the side of our house that makes a lot of noise when it is windy. (So loud that it makes sleeping in the adjacent bedroom difficult). I need someone who can repair the vent so it still does its job but does not make all the noise. Vent is approximately 25-30 feet off the ground. Video of vent in windy condition:
