Electrician Needed to Combine

I own a 5-unit apartment building in NW DC. My vision is to combine the two first floor apartments (studio and one bedroom/one bathroom) and create a 2 Bedroom - 2 Bathroom apartment. However, by code there can only be one electric panel box per apartment. As such, I am taking estimates from licensed electricians to accomplish this task. Here is the very general Statement of Work: Apartment No. 2 (Studio) maintains a 100amp electric panel Apartment No. 3 (1BR) maintains a 100amp electric panel Identify the logical location for a common electric panel box and combine the two boxes to that location -- Or -- Use one of the two existing panel box locations and combine both panels into a larger/new panel box at the existing site. At the building's electric meter panel are (6) meters -- (5) Apartment Meters and (1) Common Electric Meter (see attached photo). This panel must be changed to reflect the revised number of apartments from (5) to (4).
