SCOTTS VALLEY, CA — As construction nears completion, all lanes of Highway 17 near Mt. Herndon Road in Scotts Valley are expected to reopen between 8 p.m. and 5 a.m., according to 511. The project has prompted traffic officials to close lanes and warn motorists traveling along the winding highway overnight to expect delays. Construction is expected to be complete in January 2020.
