ISO: Small dog or puppy

My 16-year-old son and I are looking for a puppy or a younger dog to add to our family. We do live in an apartment however we have a small backyard and my son is going to take her dog on walks throughout the day. We recently moved here from Reno Nevada and completely started over my son has had a difficult time making new friends since we have moved here and I feel like a puppy would be his best friend. I’m honestly not looking to spend hundreds of dollars on rehoming or adoption fees as I would like to spend that money on our new pup. If anybody has any suggestions or ideas as to where I should look please let me know I am willing to drive to meet/pick up our new pet
